Guide to the new OSS

Jun · Jan 29, 2020 · updated Nov 2026

Business registration and licensing in Indonesia are handled through a single system, OSS (Online Single Submission). Government Regulation No. 28 of 2025, effective 5 June 2025, replaced Government Regulation No. 5 of 2021.

I. Key changes

  1. Business activities are classified into four risk levels — low, medium-low, medium-high and high — which determine the licenses required.
  2. The business classification (KBLI) now has 1,417 entries, with fewer medium-high and high risk activities.
  3. OSS subsystems grew from five to eight, adding principal licenses, investment facilities and partnerships.
  4. Licenses issued under the previous regulation remain valid.

II. What to check

  1. The risk level of your 5-digit KBLI under the new classification
  2. Your OSS account details and investment activity reporting (LKPM)
  3. Minimum capital rules for PT PMA (Minister of Investment Regulation No. 5 of 2025, effective October 2025: paid-up capital IDR 2.5 billion, investment plan above IDR 10 billion per business line and location)

Rewritten in November 2026 to replace our 2020 post on OSS version 1.1. Please consult us on how it applies to your company.
